Position Primary Purpose:
White Bird Clinic seeks a mission driven Medical Director to provide clinical leadership and oversight for all Federally Qualified Health Center (FQHC) and non-FQHC medical programs. This role includes up to 40% direct patient care (16 hours/week) and 60% administrative, supervisory, and quality improvement responsibilities.
As part of the senior leadership team, the Medical Director ensures high-quality, trauma-informed, patient centered care; supports integration of medical and behavioral health services, along with Dental and other agency departments; supervises clinical staff and collaborates with the Executive Director and leadership team to advance organizational goals. This position also plays a key role in expanding service capacity of a currently small medical team (3-4 medical providers), improving care coordination, and supporting the growth of mobile and community based medical services. This is currently a Monday-Friday position within regular business hours.
Key Competencies:
Develops and implements clinical strategies to enhance and expand patient care and service delivery.

Provides two days per week of direct patient care with an average of 10-15 patients per day.

Leads quality improvement initiatives to enhance patient outcomes, safety, and service delivery.
Monitors clinical performance of medical professionals and implements corrective actions when needed.
Reviews and analyzes OHA/CCO quality metrics; meet with clinicians individually and as a group to improve performance.
Maintains and supports trauma-informed, culturally responsive standards.
Provides onsite clinical supervision for Associate Medical Directors, NPs, RNs, EMTBs, residents, students, and other medical professionals.
Collaborates with the medical clinic staff to ensure high-quality, coordinated clinical services.
Recruits, trains, and retains a diverse and skilled clinical team.
Conducts performance evaluations and supports ongoing professional development.
Develops and delivers in-service training and orientation programs.
Oversees patient care activities to ensure high-quality, patient centered services.
Addresses patient concerns and support effective resolution of clinical complaints.
Promotes preventive care, patient education, and chronic disease management.
Creates and oversees the clinic’s 340B pharmacy program in collaboration with administrative and compliance staff and supports adherence to HRSA 340B program requirements.
Ensures appropriate integration of pharmacy services within the multidisciplinary care team.
Writes and reviews standing orders for all levels of medical professionals.
Builds and maintains relationships with community partners, healthcare providers, and stakeholders.
Represents the clinic in community forums and advocates for public health initiatives.
Collaborates with external organizations to enhance service delivery and community health outcomes.
Advises on health information technology needs and interprets clinical data to guide decision-making.
Ensures effective use of the electronic health record (EHR) and other healthcare technologies.
Reports regularly to the Executive Director on all clinical operations, quality improvement, and strategic initiatives.
Participates in staff, team, and administrative meetings including external meeting representation.
Assists HR and administrative staff with clinical components of patient or staff complaints or investigations.
Maintains confidentiality of all patient and employee information.
Performs all other duties as assigned.
Minimum Required Qualifications:
Physician (MD/DO) licensed to practice in Oregon with current DEA Controlled Substance Certificate, or ability to obtain within 90 days of hire
Has ability to create standing orders for all levels of medical providers, starting at the EMT-B level and up
Current, full, and unrestricted Oregon Medical License or the ability to obtain an Oregon Medical License within 90 days of employment
Board certified or board eligible in Primary Care or Internal Medicine
Medicare and Medicaid provider certification
Strong commitment and experience in community health/public health
Proven effective interpersonal communication skills with strong motivational interviewing (MI) skills
Proficient with Microsoft 360 Suite, previous Electronic Health Record experience
Preferred Qualifications:
Minimum of 2 years’ medical practice experience
Bilingual in English and Spanish
Previous experience in an administrative capacity
Previous experience in a leadership position and/or supervisory capacity
Proven ability to function as part of an administrative team
Previous experience working with the unhoused, low-/no-income adults
Ability to work with a wide variety of people and personalities
